At around 5 a.m. on Sept. 29, crews were called to the 300 block of North Charles Street, where there was a reported fire inside a manhole with flames showing near the intersection of Pleasant Street.
On Monday, crews were still working to restore power to dozens of residents and businesses, forcing the closure of all courts during the day, according to the sheriff's office.
The incident and subsequent investigation led to multiple street closures "for a prolonged period of time," on North Charles Street between Lexington Street and Mulberry Street, as well as Saratoga Street, from St. Paul to Sharp Street.
There were also service disruptions at the City Comptroller's Office.
"Accounts Payable is temporarily unable to process checks or EFTs. However, the team will continue the review and approval of invoices. Payment delivery will resume as soon as possible," they stated.
"The Municipal Post Office will be closed today for the receipt and processing of internal and external mail."
One firefighter suffered injuries battling the blaze, but was treated at an area hospital and later released.
